Is it because the Presidente is surrounded by many Federalis who don't need no stinking badges, and try to shoot you if you try to approach the Presidente on the beach in order to beat him into a pulp?

Just another person that doesn't know how to drink........ Ice cold brandy!!!!!!!!.........what a joke and Presidente to boot,,,, can't you do better then that.......
