Yur. The Plough, Little London (Hants) has all its beer behind the bar like that.

BTW casks are always tapped there. They have two holes in them, the other beinng at the bellybutton of the cask, as it were, on the opposite side from the tap. You put the cask on the stillage with the tap hole at the bottom front, and the shive hole at the top middle, so that it's above beer level. Then pressure can vent off there without loss of beer. Alternatively, if your cellar's too small or you like gadgets, you can stand the cask on end and shove a tube with a float on the end into the tap hole - proving that modern beer's barely cask conditioned anyway.

(Anybody who can understand that must've had the same amount of porter as I have... )
