brewers best IPA kit

Hello all, I've brewed three other bathces, but his time im using a different kit, Brewers Best IPA Kit. The kit comes with the usuall ingredients, but what has me confused is this additional stuff:

1lb of crushed Crystal malt 60L 8oz Crushed Victory Malt 2 cloth bags.

The kit does have 7lbs of plain light malt extract.

The instructions are not clear enough stating to add which bag when. It just says the following:

1.Pour two gallons of water into large pot. If included in your recipe, pour crushed grains into the cloth bag and tie into a knot . Place the grain filled bag in to the brewpot and heat to 160-170. DO NOT BOIL Carefully remove the grain bag and allow to drain into the brew pot. Discard garin filled bag.

  1. Heat brewpot to boiling. Add malt extract syrup and/or dry malt extract. etc etc

So i dont know which one to add when. Would appreciate whatever help anyone can offer.

Use both grains together. I assume the other bag is for hops or just extra. the grains will give added body and color and some flavoring.

The bags provided will only fit 16oz of grains, thus two bags. I add Crystal in one, victory in the other drop them in when cold and take them out when it reaches 170F or so.
