I think I already know the answer to this question, but I'll ask anyhow. Got a TrueBrew kit to make a Porter for Christmas, 2001 and it has been sitting in my basement ever since. Are the malt, yeast and hops almost certainly spoiled?

Without trying to be facetious, why not try it and see.
At the very worst, you either throw it away now - or brew it and then throw it away.
Hopefully though, you will have a drinkable beer. Having said that, it may be an idea to replace the yeast.

I'd be most concerned about the hops. Hops tend to taste like cheese or cardboard after a while, or so I've heard. I've got some 10 year old hops in my basement, I suppose I should run an experiment sometime and see what they smell like. Yours may or may not be too bad, smell them and find out. The beer might still turn out alright. Won't hurt to try.
yeah, the yeast was what I thought needed to go at the very least.
