Noonan's Decoction Formula Flawed?

Reference: New Brewing Lager Beer.

I love this book but I think I came about a flaw in his decoction
calculation on page 205.

The formula uses the amount of ewater in the mash for its calcutaion
(Line B).  But it does not matter what you put in fow the water, the
result is the same.  You could put in 0 for Line B or 10000 and the
results is the same.

Has anyone else come across this?  Does anyone have a solution?
