Was gonna be my recommendation. Any welding supply outlet should have a supply of 5lb co2 cylinders already full. I work for Airgas, which is the largest supplier in the nation & with my employee discount I pay about $2.50 to fill my tank.

If you can't find a place that will do a swap, find one that does the refilling on location. Some fire extinguisher shops don't have the equipment to recharge CO2 bottles and ship it out to someone who does. You'll end up paying extra for this.
