Question: is processed in '99 old enough to drink most Shengs?

I was looking at the pages of Jing Tea Shop, and I was slightly puzzled by their recommendation:

I thought that 8 years, more or less, is an acceptable age at which to drink raw pu. Is it due to the minimalist tendencies in the copy at Jing? Something that is common knowledge, so why waste space? Or something else?
