I am about to make another 23 litres of beer. This time I am debating if I should use icing sugar instead of corn sugar. Anyone knows the difference?

Icing sugar, also called confectioners sugar or powdered sugar, is table sugar (sucrose). If you use it, and are measuring by volume rather than weight, you'll need to increase your volume by about 75%. It also contains starch, which is typically not a welcome addition to a beer.
Go with the corn sugar. It's cheaper and better suited to your use.

For beer? I'd rather use malt, or malt extract.
