Help required on identifying strange BELL'S item!

A friend of mine in the US picked up a strange item from a 'yard sale' It is made of solid brass and opens from behind. - it has the Bell's whisky logo on the front and it may be some kind of dispenser.

Cool... how big is it? could you fit a couple of bottles inside? It looks like it is supposed to be some sort of fake "Spirit Safe". Which is a device used in Distilleries to monitor the distillation process while preventing employees from "sampling" the spirit.
