The tap room is for the people who do the tour. The tour is frequently booked up several weeks in advance. Figuring out when the tour ends each day might get you in for a pint.
It's probably not possible, but the tour is fairly short. It begins at 2PM, lasts maybe a bit longer than an hour or so, and then you get samples at the tap room. As far as I know, that's the only way to get beer from their tap room.
If you don't want to do that (or can't--the tours get booked up pretty far in advance) your best bet is just to hit a good bar. This is the best one to go to:
They'll have not only Anchor, but a great selection of beers from up and down the West Coast (they also have a great selection of Belgians, but you probably don't need to travel halfway around the globe for that).
