I suggest the alchohol content of beer be brought up to 13.5 percent.
This would bring me and many others back to beer and away from chardonnay.

You can already find plenty of beers that high, even as high as 25%. In fact, across the board the ABV of beers at the craft level seems to be increasing, but ... you don't need high ABVs to draw in the wine crowd. There are plenty of beer styles, and things being done with beer, that could be considered quite vinous.
It's all about beer education.
