The problem was one created with the migration of people from the countryside to towns.
Previously, the load on the water supply had been light, and the people a natural immunity from some of the local pathogens. With the mass migration, the quality of water generally available plummeted, a problem not solved until the 19th Century.
It isn't bullshit, it's quite true that beer was used to replace drinking water for many people, and that it saved countless lives in the urban areas.
