the thermostats have very wide allowable tolerances, for one thing.

No, just under the same company. Saeco owns Gaggia (actually, a French multinational owns both), and they are increasingly mixing and matching parts, but the Gaggia gruppo is made in Milano (I guess moving to China), while IIRC Saeco gruppo is made in Bolgna.
