Can't help locate such a tea, but since you know the ingredients, why not try to produce your own? You could have a lot of fun combining ingredients in different proportions until you get just what you like. Ripon -- do you remember him? -- did this kind of thing, to his and everyone else's delight.

No, I wish I had the time and energy for such a project, but I am afraid it would be too much of a fuss for me. Maybe I will try to ask my local tea-pusher if he has an idea :)

Ask Upton's. They have been very good about taking over weird blends from other companies that have stopped making them. Maybe they'd be willing to try a Wladimir clone.
