My favorite tea room in NYC is Wild Lily Tea Market on E. 12 St. between A and B in Manhattan. It's a tea shop as well.
If by that you mean gongfu oolong, I suggest East Lake on Main St. in Flushing (NYC's "other" Chinatown.) For $4 on top of the cost of you dim sum you can order a Yixing pot of excellent Tieguanyin with all the fixings, including a glass kettle atop a ring stand over a spirit lamp; wait staff refill the kettle without needing to be asked. Oh, and the dim sum are excellent. Of course, you are expected to take care of the steeping and pouring, but I consider that a plus.

The Brooklyn Chinatown has a Ten Ren, a T and Tea, and a couple of those non-dairy-creamer-and-almond-flavoring joints. I can't tell you exactly where--I just know the area is a 20-minute walk from Maimonides Medical Center. (Every time I have to go to Maimonides and do something unpleasant, I reward myself with ginger milk tea at T and Tea.)
