Rec.Crafts.Brewing uses a wet t shirt to get an average 6 to 8 degree drop on carboys. Comments on the t shirt aside, if your relative humidity is low this might be a cheap way to keep things cooler. They just use a six inch fan on the wet shirt. If you put the carboy in a short container to keep the shirt wet it would take care of itself.
