As with all "what beer where" questions, we gotta know where you are- in this case, since MOST beer around here (NJ) is under $30 a case, especially when bought in case quantities. (Example- some of my regular purchases by the case- Jever, Pilsner Urquell, Prima Pils, Red Seal Ale, HopDevil are all under $30).
[Of course, after we know that (and tell you to move) answering your question is all based on what you like in a beer, and probably no one will bother giving you the 3rd degree just to find out...]
Buy from your local brewery. It will most likely be considerably under $30.00 a case and will be fresher and better (usually). Plus they could use the support.

Easy. Taste all of them so you know. (Where I live, only like 50-70 or so different beers available, when counting all the shops, I guess, have tested all of them years ago :) ..can't you buy a bottle a time.. so, every day, taste 4 of them. Something to do, while not getting drunk or stuff.
Depends on where you are. For $30, you ought to be able to get some mighty tasty beer, unless you're living in a beer desert.

Aye. The case price of SNCA around here *almost* gets below $30.
Hell, since a case is 24 12-ouncers I can think of many, many beer brands that'll meet your requirements!
Sierra Nevada Pale Ale
Yard's IPA
Rhino Chaser (available any more ?)
Sam Smith Oatmeal Stout ( you can only get 2 six packs for under $30)
Brooklyn Black Chocolate Stout.
By far the best stuff, fortunately, or unfortunately, is in a bar on a tap, I find.
