It's an updated version of a blacklist. Actually I like the idea of a blacklist for those of us who have proven themselves too immature to handle drinking in public places. It would also help to control those of us who like to imitate adults with fake drivers licenses. I happened to visit Washington, D.C. last year and places like Adams-Morgan and Georgetown late at night could benefit from a system like that.
