I haven't seen a commercial beer label like this, but... Some self-adhesive labels designed for office use have a glue that disolves in oil. I used to use WD-40, but while it's slower, plain old vegetable oil works just as well. Saturate the label and let it sit for five minutes or so. The label should lift off easily, without tearing. Unless the label is coated and won't let the oil penetrate. It goes slower then. You still have to use detergent to clean off the oily residue, though.
