In 1994 the FBI got behind a criminal effort to send counterfeit money to various white supremacist groups and others they considered 'terrorists.' The idea was to get charges on these people so they could be neutralized. One of those groups was closely allied to Tim McVeigh who as we all know blew up the Federal Bldg in Oklahoma City a year later killing many. The FBI tried to stop this sort of thing but failed, even using illegal and covert tactics. Then the Secret Service got into the act and really messed things up.
