Most wines bottled in the EU are required to have a lot number. This is to enable tracability if there are any problems with the wine. I believe small production wines that are all bottled in the same place and on the same day are now exempt.
Some lot numbers can be decoded. If you are asking precisely what that particular Sandeman's number means, I am afraid I cannot help.
