What fundamentally is the difference between forcing someone to have a festival glass as part of their entry and forcing them to have a programme as part of their entry?
Cost, size, weight...
Fragility, besides the programme is a useful list of the beers.
For some of the time they may be, but when beers start running out, they can become a PITA.
Anyone who has worked at a festival will know of the punters who come up towards the end of the last session clutching their programme going through their choices one by one 'til they find one that is 'on'. Such a situation breeds disappointment and frustration, none of which should a customer be subjected to.
At a forthcoming festival where I am doing the 'prog' it will clearly say "The cask labels are the Official Programme" while the printed sheet will be a list of beers that 'may' be available.
An idea for the future is to introduce an 'interactive' programme which simply lists beer styles and the customer fills in what they drink (should they be so inclined).

That is how I always treat the programme, after collecting the programme and glass I walk around looking at the labels and decide what I would like first, then I might look for something from the programme.
