I get mine from The Tea Leaf, 1918A Queen St. E., +1 416 698 0040.
You could also try House of Tea, 1017 Yonge Street, +1 416 922 1226, although I think they have a better selection of India/Ceylon than of China.
And also Ten Ren Tea, 454 Dundas Street West, 416 598 7872, but Ten Ren is everywhere, there is probably one closer to you than Toronto. :-)
