Spring bud is often referred to as pre Qing Ming (April) and normally is picked in March. I'm trying to remember if any recognized bud is traditionally picked in February.

I always believed it was more of a tradition thing, where everyone knows the tea is not the greatest but it is a tradition of being "first" to market from back in the days of the ships carrying the tea and the "race" to be first.
