Date on Champagn Cork

Recently opened a bottle of champaign from Herbert Beaufont, Bouzy. The brand on the sideof the cork, iin 24 point font reads '3 99 Champagne'. On the top is SIBEL.

Am I correct in presuming the cork was either generated in99, or put in the bottle in 99, and the wine is somewhat earlier than 99?

The cork has definitely been in the bottle for a few years, as there is no blossom to the base at all.

"3 99" probably is a production code of the cork manufacturer. By law, the word "CHAMPAGNE" has to appear on the cork, and, in the case of vintage dated champagne, also the vintage in four figures, iirc.
