Status of Ontario wine distribution

Notice they mention that the government will still hold on to the reins. When it comes to retailing, government can't run a first class operation. Am I stupid for suggesting that the winemakers be given the power of driving down to the nearest corner store or small grocery and retailing their product down the street in the local store? Geez. Can't do that. You know those rascally teenagers will buy that Icewine while being underage and they will drink and drive and cause fights while getting drunk on a $60 bottle of icewine.
