That sounds pretty normal. The tap head is hot and the first bit of beer cools it to the beer temp. Mine does this too, and with my setup there is about 4 or 5 inches of the beer line outside of the fridge in addition to the head, so it probably is a bit worse than "normal" in this regard. What I usually do if just draw off a small acount into a glass (enough to cool down the tap head) and set this glass aside, and then draw the pint into my serving glass. When my serving glass is empty, I empty the cooling glass into it, then if the tap head is warmed up, draw off another cooling glass and then fill the rest of the pint from the tap. Usually there is a buddy here so the extra bit of beer doesn't sit there long...so this system works for me.
Either that, or I'll just get a lot of head in the glass. A thick rocky head is enjoyable in itself, and with a tall pilsner glass, it'll let the beer pass by so you don't get a mouth full of foam.
