is it true that pub tenders can ask to be open over 11 pm?

New legislation in England and Wales ( the Scots have had civilised hours for years). They need to apply and go through an approval process that takes some while.
What is the situation in Scotland? When I was there (Glasgow) in the mid 90s I noticed that the 11 PM dead zone was very much in evidence - except on Friday and Saturday night when *everywhere* had an extended license (until
