People say that is all about the quality of the wine. I have heard that lesser expensive wines are made to drink right away while more expensive wines that have a better pedigree with a higher sticker price can age for many years.

Cheaper wines are generally made to drink now, not later. As for pricier ones, you might do well to go on the recommendations of reviewers. Some sources of info include magazines like Wine Enthusiast or Wine Spectator. It's a good starting point, anyway.

In addition to what Dan said,

1) Storage matters. If you want to hold wine, it shouldn't be at room temp, etc 2) While in general ageable wines are not really inexpensive, there are some expensive wines best drunk young and some relatively inexpensive wines that can age 3) Rereading the original post, it seems more likely this is spam to get people to look at the website cited, in which case it's a very inefficient way to drive traffic.
