I second the '04 Panarroz Jumilla The Pepperwood Grove Pinot Noir isn't bad either, under $10 USD

Since you are new to Italian wine I would suggest the

2004 Masciarelli Montepulciano d'Abruzzo should be between $5-$10 a bottle depending on your area

Much better then the Citra.
