Most welding supply houses will sell you a tank and a regulator, just look under compressed gas or welding supplies locally. If you can get a used tank it will save you quite a bit. I paid $55 for a full used aluminum 20# CO2 tank a few weeks ago. Then all you need is a gas dispersion tube or carbonation stone.
Nitrogen and CO2 use different tank connectors and you are better off with nitrogen if you are buying from scratch. I might get a flowmeter too to figure out the volumes but maybe that is just too geeky for now.
The old time way to solve your problem was to add olive oil to cover the wine; I'm just telling you, not suggesting it.

I use argon from the local welding gas supply store. my investment was about 150-200 in bottle, reg, and nozzle. Refills are about 12 USD. Search this thread for argon, there are lots of entries.
