Is this a sort of arret prefectural in Gironde, or something the INAO actually judges each year? For each appellation?

judges each

I believe it is the prefecture that issues the "ban", after consulting with the "syndicat des producteurs" of each appellation. Whether they go through INAO, I am not sure.
