best pesticide to stop infestation? Also, best general fertalizer?

I have have the same conditions every year. Vine looks great and right about now it looks like something is starting to destroy the leafs. Can anyone suggest a good all around pesticide? I am also looking for a good fertalizer since my grapes only grow to the size of small marbles and are pretty much mostly sour :(

Any help appreciated, I am new to growing, did an "ok" job at pruning and have to deal with what i have now, not what I "should" have done months ago... Thanks. ps: Im in PA

If you are willing to use natural fertilizers like some of the vineyards here in Sonoma County, CA, you'd plant soybeans or fava beans in the late fall (October-November), then disc them down in late spring.
