Watch out Bordeaux, there goes the nighborhood.
Sounds like a machine we use on submarines, a O2 generator. This machine has a membrane that separates the oxygen from the hydrogen, but allowing the electric current to pass causing the water to separate into its basic components.
It is, basically the reverse of a fuel cell.
